Community Development Block Grant Program (CDBG)


Authorized under Title 1 of the Housing and Community Development Act of 1974, the CDBG Program provides eligible cities and counties with annual formula-based grants. These grants can be used to revitalize neighborhoods, expand affordable housing, offer economic opportunities and improve community facilities and services.

Funding received from Housing and Urban Development (HUD) for CDBG activities or projects is used locally to meet priority community needs identified in the City of New Braunfels Consolidated Plan. All activities carried out with CDBG funding must meet one of the following national objectives:
  • Benefit low and moderate-income persons
  • Aid in the prevention or elimination of slums or blight
  • Meet community development needs having a particular urgency (i.e., respond to a hurricane, tornado, flood, or similar disaster)

Grant recipients must certify that at least 70% of HUD funds must be expended on behalf of low and moderate-income persons.

The CDBG Program Year 2017 funding applications are now available.

Applications must be submitted to the City of New Braunfels no later than 4:00 p.m. on Wednesday, March 22, 2017.  Applications received after this date and time will nether be accepted nor considered.

CDBG Pre-Application Workshop Scheduled for January 31, 2018

Community Development Block Grant (CDBG) Pre-Application Workshop – January 31, 2018 from 1:30 PM to 3:30 PM at the Westside Community Center located at 2932 South IH-35.  The workshop will cover details of the application process, eligibility and compliance requirements, and provides an overview of the CDBG grant program.  Attendance is not mandatory but is recommended,

The City is requesting proposals from non-profits and other entities for the CDBG program for the term October 1, 2018 through September 30, 2019.  Activities must benefit low-moderate income people, aid in the prevention of slum or blight or meet an urgent community need such as disaster relief.

Applications will be available on the website on January 31, 2018 or at the Pre-Application Workshop.
CDBG Stakeholder Meeting  - date TBD
The City of New Braunfels receives Community Development Block Grant (CDBG) funds each year from the U. S. Department of Housing and Urban Development (HUD).  The new funding year, Program Year 2017 (PY 2017) begins October 1, 2017 and ends September 30, 2018.  In order to receive the funding, the City must create a document called the "Annual Action Plan" which details how the funds will be allocated, who will benefit from the funded programs/projects, and establishes goals for each activity.

The City invites all persons interested providing input for the development of the Annual Action Plan and the City’s Fair Housing Plan to attend a Stakeholder Meeting on Wednesday, April 19th, from 2:00 PM to 4:00 PM.  The workshop will be held in the Tejas Room at City Hall, 550 Landa Street, New Braunfels, TX.  The workshop will allow citizens to discuss issues and priorities with City staff.  

Citizen comments will be accepted at this meeting as well as other public hearings and incorporated into the Action Plan.    After Council determines what programs and projects will be funded in the 2017 Action Plan, CDBG staff prepare the Action Plan draft.  The draft is made available for review and comment in print form and on the City's webpage for 30 days.  Once the comment period has been completed any comments that have been received are incorporated into the document and the Action Plan is forwarded to HUD for their review.

Although HUD has not yet announced the CDBG PY 2017 funding amount, staff anticipates that it will be approximately $370,000. The City anticipates a delay in the HUD funding announcement for PY 2017.  The actual allocation amount is expected to be released in mid-to-late June, 2017.
